How hex works
Each character is turned into its UTF-8 bytes, and each byte is written as two hexadecimal digits. Plain English letters are one byte; accented letters and other scripts take two to four.

No. It only changes how the data is written, and anyone can reverse it without a key. Never use it to hide passwords or secrets.
Which character set is used?

Why does decoding give an error?
The input is not valid for the chosen encoding: a missing or extra character, a line break in the middle, or text that was encoded differently. Check that you copied the whole value.
